This application was applied onshore, although the applicant came early. He started to study in English and later decided to take a hospitality course and continued to study in Business Administration, went forward to an Advanced Diploma in Management in 2021. He then applied Diploma of Leadership and finally later applied for Associate degree in Ministry and Bachelor of Ministry qualification which finally with his application was refused the delegate having found that a ‘Bachelor of Ministry qualification would not be of benefit to him when considering the applicant’s previous educational qualifications and hence not being satisfied that the applicant has provide evidence to demonstrate how the proposed course would benefit his career goals and the future remuneration level significantly enough to justify the expenses the applicant will incur in Australia’.

The issue of a genuine temporary entrant is the subject of determination, and the review applicant’s argument was that ‘he chose the bachelor’s in ministry because at Planet Sharkers Bible College, he came to conclusion that it provides him the leadership skills he needs, including public speaking. On 11 October 2022, the Hon. Member Frank Russo decided orally to remit the case to the Department of Home Affairs for reconsideration with the direction that the applicant meet the criteria for a subclass 500 visa.
